I do not know how robust complaint leads to chargeback in us and other eu countries but i suppose it goes usually very easy. Some guy from bank told publicly at September Prague Europpean Summit banking transaction seminar that the best chargeback country is Iceland, 90% of all their transactions from Iceland gets charged back. It has no sense for bank to discuss with fraudster or with you and get involved in possible criminal case, why to do it when they get lovely easy chargeback fees from both of you and perhaps more money in future if it goes to trial?
