Once upon a time Visa and Mastercard visited their buddies in congress looking for bankruptcy relief. Congress really wanted to curtail the internet porn world but they had this pesky little problem known as the constitution. A deal was made and the ridiculous chargeback thresholds were born. It was very soon after that it was discovered that it could be very profitable to Visa and Mastercard to collect $100 per chargeback if merchants were over the allowable threshold. This was the birth of the zero liability for unauthorized charges, a buch of commercials were run on all media outlets that said; 'Go ahead, buy all the porn you want. Just call us up and tell us you didn't do it, it was elves." you won't have to pay, and we will make more money.
