I agree with you there, that it shouldn't be something you plan on using long-term. There ought to be back-to-work programs and other helpful things put in place. We have those kinds of things up north (O Canada, eh).
The "leaning on family an friends" thing is a tough one. In many cases, family & friends just can't give anymore, or refuse to based on prior events (read: enabling).
Possibly off-topic, but I often see groups of people in the USA trying to raise money for this or that person's medical bills. This is something you rarely see up north (eh). We might be socialists in our neighbors eyes, but our health case system gets the medical bills out of the way.
