That's certainly their preferred result, a legally enforced monopoly. That's the only long term strategy that makes sense. It doesn't require a conspiracy either - they just have to keep whispering about "labeling" sites that are "not safe for children" with .xxx and some politicians will pick up on the idea. Washington already passed CDA, CDA II, and COPA. Mandatory .xxx is an even easier sell. I'm glad the guy who signed COPA, CDA, and CDA II is no longer president, but his wife is still in cabinet.
Until they can achieve that, the current tactic is to try to scare traditional mainstream companies with "if you don't pay up to protect your name, we'll sell.it to.a porn site." Basically blackmail.
