The "war" was won in 24 days. In 24 days the Iraqi military had been defeated and the government overthrown...thus the end of the "war" and the beginning of the occupation/rebuilding. The insurgency extended the occupation and hampered the rebuilding of Iraq. The insurgents are still active but in greatly reduced numbers and Iraq's infrastructure leaves alot to be desired...but apparently the Iraqi government thinks they can handle it from this point on. I personally do not think they can but so be it. If I had been the "decider" I would have began withdrawing the troops after the first 24 days...and then rinse and repeat if it became necessary to do so.
