He's talking about Indonesia. While they have the largest Muslim population in a single country, it's only about 13% of the total World's Muslim population. Indonesia has a blended source of law. The legal systems are strongly influenced by Sharia, but ultimate authority lies within their constitution and the rule of law. He'd be singing a much different tune in a country ruled soley by Sharia law.
