Anyone who was born here and is still a citizen, or anyone who was born in another country and became an American citizen (I suppose that'd make them a whatever-American though).
But that's just like the African-American thing. There are actually very few African-American's here in the US. Black people born in the US are just plain old American's like white people who were born here.
