AFIK that's a old story from germany.
A city had a huge problems with rats .. and this flute man comes out promises he can rid of all the rats if he gets $X from each citizen. They all agree to it since they dont think he'll suceed..
The man starts playing his magic flute and all the rats come out of their hidingplaces, magicly following the flute tune .. he slowly walks out of the city and leads all the rats to drown in a nearby sea.
When he gets back the cititenz dont wanna pay saying "hey, that wasn't much work for you! anyone could have done that." etc.
When he understands he wont get payed he starts playing the flute again.. this time all the children of the city follows the flute tune (the picture).. out of the city.. never to be seen again ...
