This missing sewer system has nothing to do with not being too bright. But all to do with the wrong priorities and egos. Its more like lets make sure to have the worlds highest building first and lets look at infrastructure later.

Besides that the money to get that sewer system is not really there anymore since they almost went bankrupt if it wasnt for Abu Dhabi to bail them out

Oh and I dont think you can compare Dubai and Iran either.
