In Canada, Australia, most US states, and many other places sexual activity between siblings involving genital conduct is prohibited by the letter of the law. Mutual masturbation may qualify in some locales. In practice, incest cases are most often prosecuted when there is an underage victim or other aggravating circumstance. That is to say, people didn't generally get boasted for incest unless is something further that causes the community to demand action from prosecutors. Depending on where the material is filmed, it might not be a good idea to be "in your face" with the neighbors about it, encouraging them to raise a stink.
