The title of the article already puts thoughts into people's mind:
"Salford slum landlord swindled thousands in benefits scam"
Swindled doesn't garner positive feelings. Change the word "swindled" to "earned" and change "scam" to "business" and half the people instantly have a different opinion.
In regard to your general question: it's the bandwagon.
