I don't think it has to be. A friend of mine is from Romania and when he came to the US he got a job working for a company that gave music lessons. He was a drummer in the Romanian national symphony and had drummed in several bands in his country. The company he worked for taught all kinds of musical classes. He got the jog, they sponsored him and he was able to get a green card then later became a US citizen.
I also saw a story on the news about a guy who had hired a Mexican to work on his farm. He then finds out the guy is illegally in the US and has fake papers. The Mexican is deported. About nine months later he was able to get a visa and came back to the US and that guy hired him and sponsored him so he got the green card.
