When you first start submitting to TGP's its going to take about a month of submitting every day before you see any real traffic.
Two reasons for this, 1 is that most of the bigger sites have backlogs of gallery submits ranging from 2-4 weeks +.
2 is that TGP owners don't want to list you the first time you submit because there's 8000 assholes out there who buy domains by the bushel and submit galleries and then re-direct them to offshore clicks, they do this with new domains every day so even blacklisting the domains and email addy's doesn't help.
They want to see your galleries over a long enough period of time that they can feel a little safer that you're not going to delete the gallery and redirect the traffic.
Using paid for content will definitely get you more traffic than using free sponsor content.
If you can't afford paid content then the very least you can do is find a sponsor that offers content but DOES NOT offer hosted galleries. If the sponsor offers hosted galleries then odds are the TGP owner is using them and won't list your gallery (why would he want to compete with himself for signups to the same site?)
Once you get about 5 good looking galleries built, go apply for parter status with every TGP that offers it.
