This was a problem from the very beginning of the Internet, it was around before, wasn't a problem. The solution is beyond anyone's scope. Get rid of
all the pirates and they flood to free Tubes. Growth in sales for most = $000
People like you and Marc will benefit. You have a product few can produce. The rest have a product nearly anyone can produce.
The key, if any exists, is finding something the surfers is willing to buy like they used to and at a price they will pay and make it profitable.
