Dumb question here....
When I worked at a call center for the phone company, they told us that NAFTA was going to send our call centers across the border - to Mexico. This makes perfect sense - they can connect direct lines across the border, and hire Mexicans. As an extra added bonus they already speak Spanish too.
Not that I'm for this, by why make call centers to service the US and put them half away around the world?
