Judging from the replies above, it appears you guys didn't actually grasp the concept.
It is a push to drug test CORPORATE Welfare recipients - from congressmen, to senators, to all elected officials, to all executives that have been bailed out, and have taken tax money from the government (ie taxpayers).
It is a rebuttal to the idiotic idea of only drug testing the poor - you know... class warfare.
Oh well.... this is GFY, so whatcha gonna do?...
