Obama was just jumbling up his words there. Pretty rare for him, but it's going to happen to any speaker.
Bush on the other hand knew exactly what he was saying. His brain was just too fried from past cocaine use to realize how stupid his words are. There is a YouTube vid showing a very strong, clear speaking Bush before he was president. Sometime after that video and before his presidency he OD'd on something and it caused permanent brain damage.
