If that happened to a North American child and was posted on Youtube, Youtube would be facing an insane amount of litigation.
If my kid was run over and it was posted on Youtube without my consent (which would never be granted) - there would be a problem.
Not one judge in Canada would allow the release of that footage. Maybe an edited version or still frame if there was a chance of catching the hit and run driver, but in this country there would be questions that needed to be answered if that involved a Canadian kid.
