I saw the same thing in the Philippines. It's not that know one gives a fuck. It's just there is nothing anyone can do other than call an ambulance.. And they won't go out of their way if they don't get paid or the person doesn't have money.. So there are other precautions the ambulance needs to do before they go and help the injured victim...
