Yeah.. That's what Santorum is crying about and wanting Google to remove from the SERPs... Lots of his lovers crying about it as well and say it's some conspiracy etc... But when you look at it, the site is actually about Santorum and has far more IBLs than most of the other sites that come up... So google is just displaying the most relevant sites for those terms.. LOL
