Tent citys.. If tents are good enough for our troops, then they are good enough for non violent criminals (ie drug offenders/illegals)
They simply need land with high security fencing and no need for expensive buildings. Build basic sanitation systems and nice big fences with guard towers.. Then simply start setting up surplus military tents & cots for housing.
