I had the same problem, though not with CCBill, I wanted to pay $3 for a trial of a site that I needed promo content for (I didn't have time to wait to be granted free access). I tried to buy it, but it was declined. My debit card got locked so I had to phone the bank, they explained they had locked my card for my own safety as the purchase was not one that I would normally make. I enquired more about their system, apparently it is aware of your normal spending behaviour and if you go outside that it locks your card. Anyway, I tried to join the site again after the phone call, only to find the same problem once again, my card was again locked. The problem is, this doesn't allow me to change my spending behaviour, as the system never lets me go outside of what it tells me is my normal spending behaviour, every time I try to do something different my account gets locked, despite me telling the bank to stop this from happening.
It makes me wonder how many sales are lost through different systems (not just CCBill) because of the banks and their oversensitive protection mechanisms
