They cooperate just fine when proper DMCA's are filed through them. The only problem is as DWB said... because (like you already said) cloudflare is a cdn style proxy and actually serve a much larger purpose than "helping" thieves get away with theft.
At the end of the day, yes we all had to jump through an extra hoop or 2 when dealing with the asianwench site... but it still got done. Cloudflare wasn't the problem as they gave us all the pertinent information after a single email. It's the actual host that gives you problems once you contact them.
Cloudflare isn't the problem though.. yes, maybe a little more inconvenient but they certainly don't prevent you from dealing with copyright infringement complaints.
