Globill lied to their customers and told them that they had the OK from Visa to bipass their new regulations. Truth was they just chose to go offshore and hope they didn't get caught.

CCBill, Epoch and iBill met with Visa to get better definitions of their new processes where Globill said fuck you to Visa and shortly thereafter got taken down with everyone's money. (iBill is a whole new chapter in chaos in and of itself)
I say go for it and hope your sites have enough traffic to sell it to Manwin or Media Revenue when you can't pay your mortgage.
