No it's not. At least it's not supposed to be. It depends on the hardware of the server, bandwidth quantity and quality allocated to the server, the way resources are shared between the VPS instances (efficient or not), and whether the resources are oversold. All of those are objective factors. If all of those are in check, then even if other VPS instances on your server are using all of their alloted resources - your performance should still be fine. I think an average host might be sketchy when asked about overselling - other than that they will provide the other info.
