Ok, fine. Not the dogs fault. So if owners can be criminally negligent and cause their dog to kill and just can't accept the responsibility that goes with owning a PitBull then how is that different than owning any other thing that kills innocent people and therefore restricting it ownership/use?

Ownership of Pit Bulls should be restricted to qualified individuals who will take full responsibility for their dogs actions.
