Well, the owners are Russian afaik, but they are a BVI company, however all financial services are provided by a UK company and the cards issued by "a Cyprus registered e-Money company"... So basically 3 bogus companies with P.O. Boxes.
So, if that doesn't make you want to stay as far away as possible from OKPay... I can't feel sorry for you if shit hits the fan
