It makes sense to use it as a feedback mechanism to tweak ranks of sites already ranked for a keyword or phrase. It doesn't make sense to use it for initial placement. Unlike anchor text you don't have the hint at relevant keywords or phrases. They would still have to primarily use other ranking factors for initial placement otherwise it would mean chaos and near random results as new sites or pages rank.
