They were convicted of ... "organize and orchestrate" disorder." ... Starting a riot. Prisons are full of people convicted of conspiracy. Conspiring to commit a crime can get you as much if not more than if you had actually committed the crime. They were not innocent.
Sentences for looting are always higher than for shoplifting. There's a big difference between the two.
