The reason why "The Wire" was a truly great program was that it showed its characters as true human beings, complex and difficult to understand. In that program it explained the processes that make people riot, deal in drugs and crime.
If you really want to stop something, you have to understand it. Rubber bullets, shoot to kill will make it worse.
