Do I do it sooner, while the eco is down and boats are cheaper, but forcing me into the 25% buy unless I have partners, or wait a few years, save my pennies, and buy the boat outright so I make it all up front? Both directions end benefits are pretty much the same.

I know you didn't ask me this question but here's my two cents anyway, if, as you say, the benefits are about the same (25% vs. waiting and buying it all):
