Yes, it's prison planet, and it's an old story, if I recall correctly greenspan said this, or started saying it, weeks ago.
But, greenspan did say it. It went around the aggregators back then.
Here's where I think I first read it - at least, this page come up purple in the google serp when I searched "greenspan jobs".
