Not even relevant. The mayor was not "on duty"; he was trying to fuck his ex-GF
who insisted he take one toke from the pipe or no sex. He said no about 10 fucking
times before he finally gave into her. She pressed him to do it for the setup because
the cops had her ass in a sling for another charge.

The cops and the GF are the ones that should be locked up for pushing and
twisting and insisting for someone to smoke crack.
