Should the kid get in some sort of trouble? Sure, that is the risk you run when you try to do a prank.

Should he go to jail? Hell no. At worst he should be forced to somehow work off the cost of having the police called out there and emergency services dealing with his prank. That way he would be punished and everyone would be happy.
