That's the problem with most of the developing countries. They pass laws that are never enforced or only enforced for a short period.

Sort of... If you'e been here you know that the "enforcers" are just looking for bribe money. Thought this is not a law yet, they tried to get bribe from a friend of mine that was smoking in his car but not on one of the areas covered by the law and the law is not even in effect yet.
