I generally email these denied surfers weekly: stating why they got declined, the steps to get approved, etc to get their membership. CCBill makes it very easy to see which of these surfers got approved when they tried a 2nd, 3rd or even 4th time.
Just because they were denied initially, doesn't mean they're a lost sale.
