i don't see any relation to the currency.
and as far i understand it has passed th EU level, that means they have already voted yes. they now have until 2013 to incorporate it into local law, but can do it earlier if they want to. Germany has already announced to be faster than 2013

i am wondering that too about the "cooling-off period", but no pre-checked xsales and no hidden fees would certainly apply to them.
it's also a very common scam to trick people into memberships or products by hiding pricing information and then sending invoices (just think Acai Berries and the like). in the future you would have to have a fat button you have to click to confirm that you know about that you gonna be charged.
