Trouble with that is that with no particular person assigned to respond they may end up assuming (or hoping) that someone else will do it. You'd also need some sort of "I have no idea what this ticket is about" button so that people who are not knowledgeable in that specific area can count themselves out of contention.

I once had a response from the CEO of ifriends when emailing support... but I'd say that's the exception rather than the norm.
