Most of them are not drug addicts. A huge amount of them are people who like to party...got busted with some pot or coke or selling some pot or coke.

Let's say you could get a good deal on a large amount of pot that would be much cheaper to buy a big amount and have it for a while instead of buying it in expensive small increments. Or you bought an ounce of coke for $700 instead of buying it for $100 a gram.

And then as you're out partying on a Friday night you get pulled over by a cop and they find your ounce.

Now you're going to prison.

You're not a drug addict. You're not a criminal. You just wanted to party and maybe get laid on a Friday night. But the govt. has other plans and need more prisoners to feed their money making prison machine.
