Strongbox also uses geoip and we've written an EXTREMELY fast look up engine.
Your standard stats or other tools can likely be configured to report the viewer's
preferred language as well. That gives you a pretty good hint of their location without
even looking anything up - the browser tells you which languages are set in the OS.
