Depends on the TOS of your signup site and you never, ever; not now, now EVER purchase email lists.
Anyone who has a decent double-opt-in list isn't going to sell it anyway as it's far to valuable to them.

Now about the TOS of your signup site. If in your TOS you state that you will share the email list with your affiliated companies (All of which you own anyway!) you can then quite legally send from those companies to the double-opt-in signups.
Honor unsubscribe requests, clean you list and keep time-stamped records of subscribes and unsubscribes and you are 100% legal and above board.
They don't call the law "CAN-SPAM" for nothing!
Blacklists will hate you anyway as the antis for the most part are truly psychotic and consider even double-opt-in mailing to be "spam", so you just ignore them and go on down the road, occasionally stopping off at the ATM to pick up some pocket change.
