its because New Orleans is one of the greatest cities on earth so its bound to draw the rath o god once in a while! i've visited 23 countries and countless cities in my life and have yet to run across a town quite like New Orleans, for better or worse
also as you said it does happen to be at the bottom of the miss river which makes things really fucking hazardous!
