Based on this one could extrapolate the hypothesis that sexually provocative ["slutty" in his vernacular] clothing stimulates men. So such clothing could potentially sexually stimulate a rapist and thereby potentially increasing the risk of an attack.

Where does the assignment of blame or fault come in?

Maybe he communicated his feelings incorrectly and this whole "movement" is just a bunch of sluts and attention whores parading around with no real cause.
