Have you considered the possibility that the officer's comments were not intended to assign fault but to prevent rape.
Perhaps he was not intending to offend people by calling girls sluts but rather used an incorrect term for individuals that dress in sexually provocative attire?
Prostitutes dress in a sexually provocative manner in an attempt to arouse potential customers.
Based on this one could extrapolate the hypothesis that sexually provocative ["slutty" in his vernacular] clothing stimulates men. So such clothing could potentially sexually stimulate a rapist and thereby potentially increasing the risk of an attack.
Where does the assignment of blame or fault come in?
Maybe he communicated his feelings incorrectly and this whole "movement" is just a bunch of sluts and attention whores parading around with no real cause.
Anyway, most of the females posted above don't look like they have much to worry about.
