HAARP, it's explained here (History Channel), the theory has been around for a long time but it's only in recent times that it's been in use. It's biggest hits have been the Indian Ocean Tsunami in 2004, the recent Haiti earthquake and the big Tsunami that hit Japan. As with anything like this it has to remain a military secret.
