That's because that's all you can do against a cop.
They can pull a gun on you, shoot you, taze you, beat the shit out of you, order you around...and you aren't allowed to defend yourself at all. Even if you struggle against them while they are beating your ass, they call it "resisting arrest"
Take that badge off of that fucker and take his gang of other guys wearing uniforms away and I wouldn't let him get away with two seconds of his bullshit. But with that badge? He can do whatever he wants to.
And yeah, you can "win" later in court. But that's AFTER he's had his way with you and broken your face and thrown you in jail and humiliated you.
