no offense, you have a host in your sig, but you do not know why a host would ask for an IP.
IP's are very over populated these days. There are not enough IP's out there, which is why ipv6 was created. The host has to tell ARIN what they are using the IPs for. ARIN has the right to take IPs away if they are not being used. No host wants this.
Also as someone here mentioned. It is common place for spammers to ask for a lot of IPs. They change IPs frequently to stop from getting ip blocked.
So yes, it is the hosts business. It is not a hard process to say I am running multiple websites and do not want them on the same IPS, they just need some kind of answer.
