I know there is an app you can get from Adobe, Adobe configurator. It allows you to build custom panels to replace the ones you have with i think any of the cs5 products. I don't know if by using that you can build custom panels to restrict the windows from floating outside of photoshop.

Im pretty sure this is not what you wanted but as far as preferences go I think the only panel options available are through edit, preferences, interface. None of the few settings will do what you want though. Sorry I can't be more help.
