I'd say the first part is actually understanding what the problem is. If people don't even know what the problem is then it doesn't matter if they blame others for it or not. If they don't know what is wrong they have zero chance at fixing it, ie. innovating, adapting, or whatever you people want to call it. But, blaming instead of doing is a fatal flaw for a lot of people as well.
