One one hand, drunk drivers are definitely a hazard to public safety.

On the other hand, drunk driving arrests and court imposed costs, fines and probationary requirements have become an industry in the United States.

So, while it is probably correct to remove the hazard of drunk drivers, the current practices leave a lot to be desired.
